This year’s pre-ICN Forum, co-sponsored by Canada’s International Development Research Centre (IDRC) and the Turkish Competition Authority, examines the consumer welfare dimension of competition policy. Both familiar and novel issues will be discussed: the division of objectives and functions between competition and consumer protection policies; comparative assessments of varied implementation arrangements; methodologies for evaluating consumer gains from competition law enforcement; and recent insights from behavioural economics that have implications for the design and implementation of competition policy. As in previous Forums, speakers will include academic experts and practitioners. The meeting is intended to support and guide the work of both young and more mature authorities.
